This study contemplated the problem of value conflicts and its policy implication(i.e., convergence to liberal welfare system) of platform strategies applying to social service sectors, through the exploration of the redistribution view inherent in platform. For the investigation of value conflicts between platform strategies and social service sectors, it explored welfare ideology and its redistribution view inherent in the core values of platform strategies(i.e., shared-value, gross amount of value, and value exchange) on the ground of interpretative approach through literature review. Consequently, it found practical inconsistencies such as one-sided network, differential-services, separated-distribution policy, and limited-choices. The study proceeded the case study of the Integrated-Care Service for the investigation whether the Korean welfare system has been converged to the liberal welfare system. It is investigated that the service has been in the processes of building the basic-infra that would provide the cooperative network mediating platform participants and the integrated provision of the service. Furthermore, the procedural standardization which is the feature of liberal system. However, it is concerned that the segmentation and dependent relation in financial management system would damage the relationship among participants due to conflicts of interest.

The purpose of this study is to analyze the effect of digital utilization capabilities on citizens' life satisfaction after COVID-19 and the moderating effect of digital social capital on the relationship between digital utilization capabilities and life satisfaction. As a result of the analysis, digital utilization capabilities in content services, information production and sharing, social participation and digital non-face-to-face consumption were found to have positive effects on life satisfaction. And digital communication, digital social altruism, interaction between digital networking utilization capability and digital social capital, interaction between digital content service utilization capability and digital altruism had also positive effects on life satisfaction. Policy implications are as follows. First, it is important to strengthen a life-cycle digital literacy education to enhance digital utilization capabilities. Second, it is necessary to enhance digital communication to vitalize the local community problem solving project. Third, digital citizenship education is needed to enhance digital social altruism.

This study explores the factors influencing disaster recovery cost and disaster resilience cost, focusing on local communities that can manage survival and safety by the side of residents rather than the government for efficient disaster management. To this end, a panel tobit analysis was used to determine how the local community-capacity affects disaster recovery costs and resilience costs, centered on the metropolitan area. As a result of the analysis, it was found that non-profit organizations and social cooperatives had a positive effect on disaster recovery cost and disaster recovery resilience cost among independent variables assumed as local community-capacity. Through these results, theoretical implications for diversity and multifaceted approaches to conceptual discussion of disaster resilience were presented, and policy implications for disaster resilience focusing on non-profit organizations and social cooperatives were presented.

The purpose of this study is to compare organizational commitment among groups by single or married and with or without children of public employees who utilized child care leave, day-care facilities and flexible work arrangements and to analyze the impact of satisfaction levels of the flexible work arrangements on the organizational commitment among these groups. For this study, I utilize a questionnaire survey conducted by Korea Institute of Public Administration in 2020. In the study, I find three significant research results. First, while there was a statistically significant difference in organizational commitment between married men and women groups who utilized day-care facilities, there was no a statistically significant difference in organizational commitment between married men and women groups who utilized child care leave. Second, there was a statistically significant difference in organizational commitment among groups who utilized flexible work arrangements. Specifically, while married men groups among single or married groups have the highest organizational commitment, married men groups without children among with or without children groups have the highest organizational commitment. Finally, there were statistically significant differences among groups in the impact of satisfaction levels of flexible work arrangements on organizational commitment. Specifically, while married men groups among single or married groups had the strongest impact on organizational commitment, married women groups had the weakest impact on organizational commitment. While married women groups without children among with or without children groups had the strongest impact on organizational commitment, married women groups with children had the weakest impact on organizational commitment.

This study reveals the determinants of the restrictions on civil servants’ privacy for civil servants’ duty to maintain dignity and analyzes their level. It demonstrates whether individualism, post-authoritarianism, gender equality, trust in public office, and the perception of public privileges affect the restrictions on the privacy of public officials, and if so, what their relative influence is. To this end, a research hypothesis is established, a survey is conducted on the general public, and the collected data is analyzed to verify the hypothesis. As a result of the analysis, it was found that gender egalitarianism had a negative (-) influence, and the recognition of public privileges had a positive (+) influence, and individualism, post-authoritarianism, and public trust did not. The influence of each variable was found to be a factor in which the perception of public privilege (β=0.227) had a higher influence than that of gender egalitarianism (β=-0.217). The results of this study can be reviewed as reference data to revise and supplement the regulations related to the duty to maintain dignity as a public service ethics of public officials in the future in line with social beliefs.

The administrative system in Korea's science and technology sector has undergone a continuous reorganization process since the 1960s. This paper explores how policy ideas implemented by combining contextual factors with actors, namely changes in the system, changed the way the government supports and manages the science and technology sector. As a result, executive functions or the ministry in charge of science and technology have been gradually expanded and diversified while maintaining the organization at the ministry level. Although the participation of the private sector in R&D has increased rapidly since the 1980s and government-funded research institutes have undergone several structural reform attempts, the management system of government for the institutes has been strengthened. As agencies to assist ministries carrying out R&D projects expanded continuously, the entire administrative structure became bloated. Furthermore, private experts' participation is still limited. This study undertook the structure of the current administrative organization that was persistent and fixed to respond to environmental changes and suggested a direction to respond to it.

As the 4th industrial revolution technology is used without distinction between the public and private sectors, it is predicted to change all parts of the country, company, industry, society, and so on, and it is. Therefore, many advanced countries are preparing measures for the use of various technologies led by the government, and the Korean government is also active in using it in the public sector. Since Korea is an advanced country in e-government, it is judged that public officials will be active in accepting the technology, but it is pointed out that the technology utilization is insufficient because the technology of the 4th industrial revolution is very innovative and difficult. Therefore, this study intends to explore the factors that influence public officials' acceptance and resistance to acceptance of innovative technologies. The reason for studying acceptance and resistance together is that it was determined that effective management factors could be explored by comparing the antecedent factors of the two concepts based on previous studies that both concepts could exist simultaneously in the process of change. It is argued that experience used as a major moderating variable in existing technology acceptance models affects active technology acceptance. In addition, since the 4th industrial revolution technologies are being used systematically and are being personalized, they were used as a moderating variable in this study. As a result of the regression analysis, the variables affecting technology acceptance were performance expectancy, effort expectancy, leadership, intrinsic motivation, and individual innovation. The variables influencing technological resistance were leadership and individual innovation. The variables influencing acceptance and resistance in common were leadership and individual innovation. As a result of the moderate analysis, it was found that experience moderates the relationship between education, individual innovation and technology acceptance, and also the relationship between intrinsic motivation and technology resistance.

This study aims to reveal the empirical meaning and essence of the lives of the elderly living alone who are having difficulties due to the outbreak of after COVID-19. The participants of this study consisted of four elderly people living alone who used a senior welfare center in Gyeonggi-do for a long time before COVID-19. The analysis was done by applying Giorgi’s phenomenological research method to describe the participants' language as it is and converting it into academic terms. The essential content and structure of the changes in the lives of the elderly living alone were derived into 56 central meanings, 13 sub-categories, and 4 super-categories. Due to COVID-19, the elderly living alone are living in the daily loneliness. The situation of being ‘alone’ became a stumbling block when trying to find a way to relieve loneliness. For the elderly living alone, health has a special meaning, and it is an essential factor that allows them to live their daily lives on their own. non-face-to-face communication has become commonplace, suggesting the importance of efforts to resolve digital alienation of the elderly.
